Pay Range

$172,140- $221,064 Annually for the SEL.3 level

$206,490- $265,188 Annually for the SEL.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Materials Science Division (MSD) Authorizing Individual (AI) / Deputy Division Leader-Operations (DDL-OPS) Backup to focus on the security, safety, business practices and financial oversight of the Division's operations as well as representing the DDL - OPS in his/her absence. One main focus of the assignment involves taking on the role of Authorizing Individual (AI) for approximately 40 Work Control Documents (WCDs) within MSD, roughly one third of the division’s total. A second main focus is to serve as the back-up for the DDL-OPS, as well as performing a variety of operational tasks in support of MSD. You will work with Physical and Life Sciences (PLS) and Lawrence Livermore National Laboratory (LLNL) senior operations leaders and interact and collaborate closely with MSD Division Leadership. This position is 50% funded and requires you to have funding to cover the remaining 50% of your own time through programmatic and other direct funding sources; this position is in MSD.

This position will be filled at either the SEL.3 or SEL.4 level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Review and authorize complex experimental activities in MSD Facilities; perform confirmation of controls for all laboratory work; assess and accept risk for MSD. These decisions and activities may impact organizational operations. There is a high consequence of error in the work authorization process and failure to complete assignments could negatively impact safety and compliance.
  • Respond to internal and external auditors; resolve non-compliance issues involving the work you authorize and track issue resolution using the Institutional Tracking System (ITS); report incidents to the PLS Assurance Manager and develop and implement follow up actions.
  • Ensure implementation of LLNL security policies and serve as the backup Operations Security (OPSEC) Sensitive Subject Matter Expert (SME), matters related to foreign national hosting, Visitor Tracking System (VTS), computer security policies, security training compliance, Modified Control, and Information Management when the DDL-OPS is not available.
  • Serve as the Building Emergency Coordinator for B235, B242 and T2420; Respond to emergency situations as needed.
  • Track and ensure compliance reporting for critical instruments in MSD.
  • Represent the DDL-OPS as needed at the Directorate and institutional levels on operational matters such as safety, security, facilities, computer security, property management, radiological materials tracking, overhead budget planning, developing strategies for improving operational efficiency and managing overhead costs; act with full authority on behalf of the DDL - OPS in his/her absence; act as backup point of contact for MSD emergency response.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.4 level

  • Perform additional specific safety and security duties as assigned by the DDL-OPS in the primary, rather than backup role.
  • Provide technical leadership and guidance, including scientific and programmatic direction, to a diverse group of scientists.

Qualifications

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
  • MS in materials science, physics, chemistry or a closely related field, or the equivalent combination of education and related experience.
  • Advanced knowledge and technical expertise with PLS/MSD personnel, facilities, and experimental activities.
  • Ability to plan the integration and implementation of new programs and/or operational best practices, and the ability to champion, lead and develop innovative principles, theories, and concepts.
  • Significant experience ensuring safe and secure operations in complex scientific organization(s); a thorough understanding of the Work Control system.
  • Significant technical leadership or management experience in a research and development environment, including project or program planning, budget and personnel administration with the ability to work effectively in teams and with individuals with diverse backgrounds to achieve institutional and programmatic goals.
  • Advanced knowledge of LLNL policies, procedures and operational practices.
  • Advanced written, verbal communication, and interpersonal skills, specifically the ability to explain and present highly complex ideas as well as to influence employees and all levels of management.
  • Advanced organizational, decision-making, managerial, and leadership skills; ability to effectively work on multiple tasks and deliver on time.

Additional qualifications at the SEL.4 level

  • Extensive experience ensuring safe and secure operations in complex scientific organization(s).
  • Extensive technical leadership or management experience in a research and development environment, including project or program planning, budget and personnel administration with the ability to work effectively in teams and with individuals with diverse backgrounds to achieve institutional and programmatic goals.
  • Experience as an Authorizing Individual.

Qualifications We Desire

  • PhD in materials science, physics, chemistry or a closely related field, or the equivalent combination of education and related experience.
  • Experience working with radiological and/or high explosive materials.
  • Experience as a Derivative Classifier and/or Vault Type Room (VTR) user and/or host of foreign nationals.
  • Working knowledge of DOE orders and experience with the Livermore Field Office.
