Pay Range

$136,500 - $183,888 Annually for the TSS.3 level

$163,740 - $220,632 Annually for the TSS.4 level

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Deputy Assurance Manager. As a member of the Directorate Assurance Staff, you will provide guidance to and oversight of Engineering activities and operations to assure proper implementation of Environment, Safety and Health (ES&H), Security, and Quality Assurance (QA) programs. This position is in the Engineering Directorate, Associate Director’s Office (ADO).

This position will be filled at either level based on knowledge and related experience as assessed by the responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

• Serve as the Engineering Directorate subject matter expert and point of contact for matters involving the LLNL institutional assessment process, including planning and implementation of the Engineering Directorate self-assessment program. Complete assessment activities to determine the state of ES&H compliance.
• Provide technical advice regarding ES&H, security, and QA policy and regulatory interpretation of requirements serving as a resource to the Engineering Directorate line management.
• Manage directorate corrective action commitments ensuring timely resolution and providing independent verification of closure.
• Evaluate incidents and injuries to determine causes and corrective actions interacting with all levels of Engineering personnel as well as with Laboratory, LLNS, and DOE management.
• Participate in, and as directed, lead response and recovery efforts and determine reportability of off-normal events for work activities under the control of the Engineering Directorate.
• Partner with the Assurance Manager and Engineering line management to prepare, file, and update DOE Occurrence and Non-Compliance Reports including completing assessment activities to determine the state of ES&H compliance.
• Perform tracking/trending analysis on directorate incidents, security infractions, and safety deficiencies and issues from the Issues Tracking System, the DOE Occurrence Reporting Processing System (ORPS), LLNL Electronic Injury/Illness Case Analysis Report (eCAR), and the Occupational Accident/Injury/Illness Analysis Support Information System (OAASIS) databases.
• Develop and provide technical review and analysis of, directorate ES&H and security related plans, procedures, and reports and provide input on institutional and cross-directorate ES&H policy issues.
• Review work activities to identify areas of technical compliance concern or deficiencies (e.g., electrical safety) and determine adequacy of decisions addressing technical requirements/national codes, providing in-depth solutions to highly complex issues as needed.
• Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level

• Provide strategic guidance regarding ES&H, security, and QA policy where operational improvements may be needed to increase Engineering performance.
• Develop creative approaches and solutions to highly complex and/or sensitive issues arising from Engineering operations involving the ES&H, security, or QA programs.

Qualifications

• This position requires an Active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
• Bachelor’s degree in an engineering discipline, or other related technical field, or equivalent combination of education and related experience.
• Advanced knowledge of environment, safety and health procedures, requirements and chemical, industrial, and radiological hazards management and experience providing technical review, conducting analysis, and preparing assessments of ES&H related topics and activities.
• Knowledge or experience with risk management, facilities risk management, and risk mitigation systems. Experience in the technical aspects of a broad range of work activities and overseeing operations program elements.
• Experience developing new ideas, modifying approaches, and/or redefining customer requirements that impact organizational operations or directions.
• Advanced verbal and written communication skills necessary to effectively collaborate in a team environment, explain technical information, and provide advice to management.
• Ability to use mature judgment and approach and resolve difficult issues using advanced problem-solving skills and decision-making techniques.
• Ability to manage emotions in positive ways to communicate effectively, empathize with others, overcome setbacks, and defuse conflict.

Additional qualifications at the TSS.4 level

• Highly advanced knowledge of environment, safety and health procedures, requirements and chemical, industrial, and radiological hazards management and significant experience providing strategic guidance, technical review, conducting analysis, and preparing assessments of ES&H related topics and activities.
• Substantial experience in risk management, facilities risk management, and risk mitigation systems. Experience in the technical aspects of a broad range of work activities and overseeing work planning and control program elements.
• Substantial experience developing new ideas, modifying approaches, and/or redefining customer requirements that impact highly complex organizational operations or directions.

Qualifications We Desire

• Knowledge of LLNL Assurances and ES&H-related systems and databases (e.g. WP&C, ITS, LTRAIN).
• Familiarity with subject related DOE Orders, OSHA standards, state and federal regulations, and laboratory policies.
• Familiarity with the Engineering Directorate’s matrix structure, programmatic support, and operations.
• Experience with technical supervision, administration, and resource management necessary to manage a professional/technical team with limited direct authority.
