Pay Range $192,660- 296,868/annually

$192,660 - $247,416 annually for the SEL.4 level

$231,150 - $296,868 annually for the SEL.5 level

Job Description

We have an opening for a NIF Target Diagnostics Operations Engineering Manager. This work will take place within the National Ignition Facility & Photon Science (NIF&PS) Directorate, home to the world’s most energetic laser. It is an exciting time to join the team that achieved fusion ignition in December 2022, a historic moment in science, opening up new physics regimes and setting the stage for new fusion energy possibilities.

You will manage a team of engineers and technical staff responsible for ensuring that complex Target Diagnostics (TD) for High Energy Density and Inertial Confinement Fusion experiments in the National Ignition Facility (NIF) continue to meet performance requirements through successful maintenance and operation of these systems. The Target diagnostics provide x-ray, nuclear, and optical data from experiments in support of Stockpile Stewardship, National Security Applications, and Discovery Science mission goals. NIF is a stadium-sized laser system sending 192 beams to a 10-meter target chamber, making it the largest experimental facility in the DOE complex. In this role, you will partner with experimenters and operating programs to ensure diagnostic capabilities are available and configured to support these critical experiments. This will include implementing new diagnostic systems and capabilities, as well as maintaining the current systems to insure functionality in a radiological environment with increasing yield and fusion ignition shot frequency. This position is in the Laser Systems Engineering and Operations Division of the Engineering Directorate and support the National Ignition Facility and Photon Science (NIF&PS) Directorate.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will:

  • Lead a multi-disciplinary team of engineers, scientists, and technical staff to commission, maintain, and operate new and existing NIF target diagnostics.
  • Collaborate with scientists and other target diagnostics engineers developing new diagnostics to ensure facility interfaces are identified, facility requirements are developed and verified, and to oversee integrated work planning, including commissioning, training, maintenance and operations plans.
  • Manage TD Operations reliability and availability metrics, including data analysis, identification of systemic issues and negative quality or efficiency trends, and strategic corrective actions to address deficiencies.
  • Collaborate with NIF Experimenters in defining measurement specific diagnostic configurations that achieve physics goals and can also be reliably and efficiently supported during a NIF shot.
  • Train new NIF Experimenters in the Shot Responsible Individual (RI) role in the processes for requesting and configuring NIF target diagnostics.
  • Lead the strategic effort to continuously identify and implement TD operational efficiency improvements.
  • Plan and oversee complex research and development activities and ensure the creation, maintenance, and enhancement of underlying core competencies while ensuring a safety, security, and quality management systems and standards are established and adhered to.
  • Manage TD operations engineering group schedule, budget, and work scope.
  • Direct personnel and performance of the TD operations engineering group, including career development of team members and succession strategies for key positions.
  • Perform other duties as assigned.

Additional job responsibilities, at the SEL.5 level

  • Responsible for championing efficiency enhancement projects and for attracting and retaining project funding.
  • Develop strategies that enhance the ability of the lab to address new opportunities in photon sciences and laser-based applications.
  • Influence strategic technical decisions made by senior management and internal customers and serve as an organization spokesperson.
  • Perform the function of Authorizing Individual for offline target diagnostic laboratories, as assigned.

Qualifications

  • Bachelor’s degree in Nuclear, Mechanical, Electrical Engineering or Physics or an equivalent combination of education and previous relevant experience.
  • Subject matter expert knowledge of systems engineering relating to nuclear or laser and electro-optical systems and significant experience using computer control and data acquisition systems.
  • Significant experience performing experiments with laser electro-optics, or mechanical technology in support of high energy laser systems, including theory, design, and application.
  • Ability to recognize and decipher highly complex technical data, independently, under consultative direction.
  • Leadership experience including advanced ability to delegate effectively and to lead, motivate, and build complex interdisciplinary teams to work toward programmatic and institutional goals; demonstrated ability to set clear goals and expectations, and communicate them to customers and team. Experience ensuring that security, ES&H, and quality management systems and standards are established and adhered to.
  • Ability to work with conflicting priorities and multiple tasking and deadlines.
  • Significant experience working on large-scale laser system operations, maintenance, or production support.
  • Expert communication, facilitation, collaboration, interpersonal, and problem-solving skills necessary to lead a diverse group, guide innovative research, build cooperative multi-disciplinary teams, and interact with management and customers. High degree of integrity, maturity, discretion, and judgement.

Additional qualifications at the SEL.5 level

  • Expert knowledge of high peak power/high energy laser systems and diagnostics.
  • Extensive experience championing, leading, and developing innovative cutting-edge principles, theories, and concepts.
  • Extensive experience guiding and providing strategic direction for projects to a diverse group of engineers and technical staff.

Qualifications We Desire

  • Advanced degree in Nuclear, Mechanical, or Electrical Engineering or related field.
  • Experience in laser engineering, laser performance characterization, as well as nuclear, optical, and x-ray diagnostics.
  • Experience with workforce and project planning on large-scale laser system operations, maintenance, or production support.
