Lawrence Berkeley National Laboratory (LBNL, https://www.lbl.gov/) ALS-U (Advanced Light Source Upgrade, https://als.lbl.gov/als-u/overview/) has an immediate opening for a Technical Project Manager to join the team.

The Advanced Light Source (ALS, https://als.lbl.gov/als-u/overview/) has been a global leader in soft x-ray science for more than two decades, and an upgrade project (ALS-U, https://als.lbl.gov/als-u/overview/) is currently underway that will endow the facility with state-of-the-art x-ray capabilities and ensure future leadership. Within ALS-U (https://als.lbl.gov/als-u/overview/), the Technical Project Manager is responsible for the cost, schedule, and daily activity management to bring an extensive suite of ALS experimental facilities through the complex mechanical modifications necessary to take advantage of the upgrade. As Technical Project Manager, you will oversee the planning, coordination, and achievement of all work within the experimental facility Control Accounts that deliver new and upgraded synchrotron beamlines. You review, evaluate, approve, and monitor cost, schedule and technical scope baselines, using methods established by the organization. You are responsible for a large number of high valued technology procurements. Most importantly, you are a Team Lead, who will determine methods and procedures for new assignments, and coordinate activities of assigned personnel on a daily basis, while interacting with a large cross-disciplinary team to solve problems and succeed with project objectives. This position reports to the ALS-U Beamlines System Manager.

What You Will Do:

  • Manage the technical, cost, and scheduling activities of one or more Control Accounts;
  • Consult with managers, engineers and scientific personnel as necessary to understand project requirements and needs;
  • Identify the tasks required and their sequence for the control account statement of work. Develop detailed schedules that will depict horizontal dependency, float, and the critical path. Develop supplemental schedules for use in day-to-day operational planning and management;
  • Integrate the project work scope, schedule and cost objectives into a performance measurement baseline against which accomplishments may be measured;
  • Direct the work of engineering staff as required to execute the project in the area of responsibility;
  • Use Earned Value Management System (EVMS) information in developing and carrying out management processes. Objectively assess monthly cost and schedule status at the work performance level. Analyze significant variances from the plans and impacts on the control account. Develop variance reports and corrective action plans for management review and approval;
  • Monitor, draft and present Budget Change Requests (BCRs) for management approval;
  • Act as the primary technical interface for subcontractors. Develop procurement documentation, participate in contract management, and approve invoices to verify work completed;
  • Specify the opening and closing of projects and activities to the designated Finance Officer;
  • Create material necessary for project reporting purposes and participate in reviews.

Additional Responsibilities as needed:

  • May assume responsibility for specific subtasks within the project;
  • Identify potential technical, schedule and cost risks for tracking in a Risk Registry. Actively manage those risks within the project risk management process;
  • May participate in defining and evaluating candidate positions for team roles to be filled.

What is Required:

  • BS degree, or equivalent in mechanical/electrical/manufacturing engineering or a related field and/or 6 years of relevant experience; or equivalent experience;
  • Project management or related management experience in management of large and complex projects and/or projects with moderate to high performance risk, including project planning, scheduling, and budgeting;
  • Demonstrated experience managing to budget and schedule;
  • Relevant knowledge and experience in Earned Value Management System (EVMS) concepts, practices, and tools;
  • Ability to develop control account status reports, variance reports, and Estimate at Completion;
  • Ability to lead the work of others and give work direction;
  • Strong communication skills and the ability to work effectively with a diverse group of technicians, engineers, scientists, managers, and vendors;
  • Capable of effective leadership in a collaborative environment;
  • Experience executing high valued technology procurements for research environments;
  • Sound judgment and knowledge of current principles and practices in mechanical, electrical, and manufacturing engineering.

Desired Qualifications:

  • Familiarity over the spectrum of waterfall and agile project management methodologies;
  • Experience executing multiple simultaneous high-value technology procurements for a DOE National Lab;
  • Knowledge of management support software tools such as Microsoft Project or Primavera.

Salary:

If hired at level 3:

This position is expected to pay $15,107-$18,464 per month, which fits within the full salary range of $13,428-$22,662 per month for the job classification. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus alignment with the internal peer group.

If hired at level 4:

This position is expected to pay $17,560-$21,462, which fits within the full salary range of $15,610-$26,341 for the job classification. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, plus alignment with the internal peer group.

Notes:

  • This is a full-time, 3 year, term appointment with the possibility of conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs;

  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
