Pay Range

$192,660 - $247,416 Annually for the SEL.4

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have multiple openings for a Group Leader (GL) / LivIT Business Enablement Associate Program Leader (APL). You will be responsible for the definition and delivery of business applications that exceed customer expectations and support and promote the strategy of the Livermore Information Technology (LivIT) Program. You will serve as a primary interface partner with business customers facilitating the evolution of their strategy through IT business applications and will participate in advancing the strategy of the LivIT Program. These positions are in the Enterprise Applications Services (EAS) Division within the Computing Directorate and in support of the LivIT Business Enablement Program Area.

In this role you will

 

 

  • Be responsible for collaboration on business process roadmaps and development of IT execution strategies working with departmental and Associate Directorate (AD) level customers within the O&B Principal Associate Directorate (PAD), Director’s Office, and mission program areas where appropriate.
  • Set priorities, in collaboration with program management and business analysts, to ensure process implementation in technical solutions such as custom applications development or commercial applications selection and implementation.
  • Establish and maintain a significant role in customer relationship management and business development in support of the laboratory mission.
  • Provide supervision, technical leadership and direction to a software engineering team providing solutions for a wide variety of services across the operations domain.
  • Serve as subject matter expert over the application portfolio and influence various current and potential customers on recommended directions to address emerging needs and to better position LivIT for future opportunities, and partner with stakeholders internal and external to the laboratory to develop strategic government and industry partnerships that enable business functions to leverage technology and best practice.
  • Interact regularly with business operations customers to understand requirements, establish deliverable’s priorities, and provide monthly status and project financial reports.
  • Provide career development guidance, mentoring, and coaching to group members, including administering performance evaluations, providing regular feedback to employees, and proactively address any issues.
  • Lead hiring activities including development of job postings, participation on interview panels, and on-boarding of new employees, as well as attend division meetings, conduct group meetings, contribute to strategic planning activities, and participate in the ranking and salary management processes.
  • Perform other duties as assigned.

 


Qualifications

 

 

 

 

 

  • Bachelor’s degree in Computer Science, Engineering, Mathematics, or related field, or equivalent combination of demonstrated knowledge and experience.
  • Significant technical leadership and team building skills.
  • Expert ability to approach and resolve difficult issues using creative problem-solving skills and decision-making techniques.
  • Expert communication, facilitation, and collaboration skills required to successfully negotiate, explain, and present ideas, and advise senior management and sponsors, including experience preparing and presenting IT governance proposals.
  • Significant experience architecting enterprise solutions for IT service delivery.
  • Subject matter expert knowledge and proficiency in business processes that support operational and compliance driven domains such as; work management, enterprise asset management, enterprise BI, budget, project management, safety & health, mission assurance, audit & oversight, and GIS.
  • Successful demonstration of leadership and planning skills necessary for on-time and on-budget delivery of custom software products and commercial-off-the-shelf products.
  • Advanced knowledge of managerial and financial practices and the ability to balance complex customer, technical and budgetary priorities to achieve desired results.

 


Qualifications We Desire

 

 

 

 

 

  • Working proficiency with IT Systems Management (ticketing) systems.
  • Formal Project Management training and experience.
  • Significant experience with the Atlassian tools suite for knowledge management, software product bug and enhancement management, and SCRUM product development and SCRUM agile software development practices.

This position requires a Department of Energy (DOE) Q-level clearance.
