Pay Range

$212,190 - $272,508 Annually

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

Job Description

We have an opening for a Superblock Engineering and Maintenance Manager to supportthe Weapons and Complex Integration (WCI) Engineering and Maintenance Manager in leading and managing the Facility Maintenance, System Engineering, and Projects Engineering groups in the Superblock. The Superblock is part of WCI and consists of four nuclear facilities (Hazardous Category 2 and 3), including several other support buildings, with the purpose of enabling various stockpile stewardship initiatives related to national security. You will interact with internal and external oversight, auditors and senior Infrastructure and Operations (I&O) Directorate maintenance and engineering managers, maintenance deployed team leads, facility managers, and support contractor representatives. Responsibilities also include assisting in the management and development of staffing, short-term and long-term strategic planning and goals, and budgets. This position is in Operations in the WCI Directorate.

In this role you will

  • Provide technical leadership and direction to the Superblock maintenance and engineering programs to ensure that work is conducted safely and efficiently by a well-trained and qualified staff in compliance with Department of Energy (DOE) Orders and applicable federal, state, and local laws and regulations.
  • Establish and maintain control of maintenance and project schedules for Superblock facilities while balancing priorities, budget, resources, and facility availability in support of program work and program goals.
  • Ensure proper operations and maintenance of the Superblock facilities physical plant, including the building structure; utilities; alarms; heating, ventilation, and air conditioning (HVAC) systems; and safety (SSC’s) structures, systems, and components.
  • Oversee the timely development, review, and approval of Superblock maintenance procedures and engineering and technical work documents, analyses, safety notes, change packages, work planning and control packages, and calculations.
  • Work in close coordination with the Superblock facility managers (FMs) to support facility operations and the associate program leaders (APLs) to support program operations.
  • Identify opportunities for continuous improvement in security, safety, and operations through the implementation of both formal and informal inspection and assessment programs and metrics.
  • Develop and implement plans to promote culture, diversity, equity, and inclusion.
  • Serve as a point of contact for oversight and regulators such as (LFO) Livermore Field Office, (DOE) Department of Energy, (DNFSB) Defense Nuclear Facility Safety Board, and others.

Qualifications

  • Ability to secure and maintain a U.S. Department of Energy (DOE) Q-level security clearance which requires U.S. citizenship.
  • Bachelor’s degree in an Engineering field such as Mechanical, Structural, Electrical or Civil Engineering or the equivalent combination of education and related experience.
  • Extensive experience working at a commercial, DOE, or Navy nuclear facility with technical responsibilities including performing or reviewing calculations (ex. load stress/strain, volumetric flow rates, face velocity checks, electric load calculations, or similar) and serving as Design Authority.
  • Extensive experience leading and managing a multi-disciplinary team of technical, scientific, and administrative staff members within nuclear facility engineering and maintenance programs.
  • Extensive knowledge of 10CFR830 and DOE policies, procedures, regulations, and standards, including DOE Order 420.1C, Facility Safety , DOE Order 422.1, Conduct of Operations , DOE Order 430.1C, Real Property Asset Management , and DOE Order 433.1B, Maintenance Management Program for DOE Nuclear Facilities.
  • Expert communication, facilitation, collaboration, problem-solving and interpersonal skills at the technical level necessary to direct an organization, lead innovative research and operations.
  • Demonstrated ability to build and motivate cooperative multi-disciplinary teams, and interact, present, explain, influence, and advise internal and external DOE oversight and WCI senior management on various operational issues and matters of signification to the organization.
  • Experience in performance management and supervision of technical, scientific, and administrative staff and managers, including performance issues, career development, and annual performance appraisals.
  • Experience managing multi-million-dollar engineering and maintenance budgets and establishing strategic operational goals for nuclear facilities.
  • Demonstrated experience championing configuration management practices as they pertain to nuclear safety.
  • Significant knowledge of conduct of engineering, conduct of maintenance, and conduct of operations with demonstrated experience in the implementation of each.
  • Demonstrated experience implementing plans that promote and value diversity, equity, and inclusion principles in the workplace.

Qualifications We Desire

  • Advanced degree in an engineering program, or related field.
  • Advanced training in Project Management and demonstrated experience utilizing project management software.
  • Extensive experience developing and implementing policies and procedures relating to high hazard facilities, engineering, maintenance, and/or operations.
  • Advanced knowledge and experience developing and implementing continuous improvement in operational safety, security, and efficiency while encouraging process improvement throughout the workforce.
  • Experience as an engineer in a CSE (Cognizant System Engineering) program in accordance with nuclear regulations.
  • Proven record in the development of soft skills and Emotional Intelligence.
  • Experience working with/implementing ERP (Enterprise Resource Planning) and PLM (Product Lifecycle Management) systems.
